Although there were some models of DS that had that kind of light, even in Europe. I love Citroën, I'm a fan, but I cannot say much. Dynamike sure knows best.

I think it's just an visual effect that these headlights look like teh USA version. Actually the right lights (just visible far left) seem to have the glass covering. And a US version would hev side markers and different indicator lights.
But the picture is too blurred to say more than that it's a 1968+ model, most probably a DS. Maybe a rear view or interior view could help to be more precise...

Indeed, non-covered headlights, and the US indicators under the bumper are visible (for a short time). Dashboard belongs to a 1969 only DS with hydraulic semi-automatic transmission (old shape with rectangular push buttons, vertically placed gear shifter). No badge on the trunk lid, so 'just' a DS 19 (bigger engines did have a rear badge).

Edit: but still... where are the side markers?

Perhaps it was sold before stronger sidemarker that was mandate in USA in 1970 :think:

See discussion at /vehicle.php?id=246328 . Summary of what I understood was:
"1] up to and including 1967 (calendar year not model year, so goes to 31 Dec 67 and may include some 1968 model year cars). Sidemarkers not required; in some cases they may be fitted by manufacturers in anticipation or retrofitted by owners, but these are variables we can not deal with unless we can identify other dating elements for that particular car.
2] 1968 and 1969 calendar year cars should have sidemarkers but in practice many imports did not. While the majority probably did, we can not rely on the absence of sidemarkers to exclude cars from these years and will need other evidence.
3] 1970 and later calendar year cars always have sidemarkers."
