:-) the scene is between 1939 and 1944 ... so its Greater German Reich or Nazi Germany (and Austria was a part of this)
but, i think the best for all Steyr we say Austria

 The whole systematic with German flags is still wrong here. :/ The actual black-red-gold-flag was not used, even strictly illegal before 1918 and between 1933-1945.
And this flag came in 1959: Link to "de.wikipedia.org"

 To be nitpicking: the swastica-flag goes for Austria from 1938-1945, too.
