Maybe not ¨for France¨ but indeed a decal used for a car registered in France (fake or real plates?) when driving abroad.

For the ¨made for¨ issue, it could be ¨made for EU¨ (once again, Europe, not the E.U.) which would not be added here, but if you choose to make a guess it could also be ¨made for F¨- the selective yellow headlights (this is where the guessing comes in) were still mandatory in France by 1987.

IIRC, this scene was filmed in the Czech Republic.

The number plate is a prop. it has the same font as the fake Swiss plates on Marie's Mini: /vehicle_345-Mini-Mayfair-ADO20-1989.html
