It is SAAB 900. Unable to tell what model year due to deformed rear bumper, but, I think it is 1985 or later... |

Yes, you choose the oblast/city and then type in the plate in lowercase letters (works only for Cyrillic characters, I hope it's not too much of a hassle for you to quickly change to a Cyrillic keyboard...) That's the easiest way...if you want it harder, choose the Moscow Police database... |

Also, about Moscow base... There are a lot of shapes on this site for filling, when you want to find a license plate. But, you can fill only 2 shapes - ГОС.НОМЕР (License Plate) and КОНТРОЛЬНЫЙ ВОПРОС (Algebraic example) and with these 2 shapes you can find a plate.
