Nope, it's a Polish Jelcz.

315 M or maybe even a 325 (it appeared somwhere in this time - 1981/1982, I think). Front indicators look for small and round, but they are placed too high, so perhaps it is only some shadow, however in such case there are no any front indicators(?!)... The grill is also in some strange shape, or upper holes are covered by something.
Let it be 315 M (for sure 3x5 type).
Notice - Hungarian Csepel for a years used various Jelcz (and Star) cabines to its trucks, but they looked or identical with Jelczes or "drastically" different and seems were not exported. Light grey with red frame is typical color combination for Jelcz "300".

By the way, I really don't know what this lorry is doing on Rouen harbour? As I can remember those weren't imported in France? Maybe only a transit situation?

Perhaps it was being exported to somewhere in framcophone West Africa (Senegal or Cote d'Ivoire, etc.).

Yes, they were exported to Africa.

It's probably the good explanation indeed :)

I'd say it's rather Csepel. Look at the side idicators, wide bumper, low step under the door and trilex rims not used in Jelczes. And there probably are front indicators, but they're small and not well visible, just like here:

These side indicators were used on later Jelczes too. But I belive you are right. There is also no Jelcz lettering and the things under the windshild reminds the plates with Csepel name.
Good find! The model is D750, 752 or 754 I guess... http://www.csepel-sziget.hu/wordpress/files/teherauto/d750.htm
