It is a Lagonda Open Tourer, probably the 16/80 (1926-30).

Yes, 1936 LG45 tourer [4.5 litre]. Most likely one of the two cars built for the 1936 Monte Carlo Rally. They were like the normal factory tourer, but were fitted with the earlier wings as seen here. Both cars [very much] still exist.

Interesting that the driver here seem to be wearing a uniform cap - -policeman ?? - Quite possibly police training on skid-pan course.
