Regardless of how the People's Liberation Army came to possess Jeeps, the ones used in Seven Years in Tibet have probably never been anywhere near China. Because of the film's pro-Dalai Lama sentiment, the Chinese government would not have allowed filming in Tibet. This scene is a visual effects shot incorporating a photo or painting of the Potola Palace. There are now more buildings and a wide road in front of the palace. http://en.wikipedia.org/wiki/Image:Potala.jpg A crew did film inside Tibet, but this was done completely secretly and not revealed until several years after the film was released.
