This is a water sprayer, which was used to spray the roads to rid them of horse exhaust. There are no resurfacing tools attached. I have not seen this type with the radiator on the front panel, but looking at the general conformation of the vehicle I would suggest it is a “New Type” or “E type” (!) which had the engine moved to a new position in front of the driver, rather than transversely behind him. It may have a gully emptier as well.

The design of the cab definitely shows a sort of evolutionary path between the original freighter and the post war “W” type.

there seems to have been dichotomy in respect of the naming of this model, and if the SD experts do not know what it was called it seems somebody is going to have to decide, as it is not “Unknown”. I would favour the choice of “E-type” if only for ironic purposes.

FLR 989 was London, March-May 1939, which makes more sense than 1941 as I'd guess things like this were not being made during the war.

A look on the site tells you what they did, and it wasn’t building vehicles! The Reg no could have been delayed somehow in wartime.
