If it is a 1914, why does it have a 1913 VCC plate?

The registration series “KT”, County Council of Kent, commenced in June of 1913, and at the year’s end had reached KT 1022. At the end of 1914 the series had reached KT 3915, so it seems that the car was registered for the road during 1914. It may have been built in 1913 and hung around waiting for somebody to buy it.

"The DVLA has this listed as manufactured in 1914, but I'll stick with the Veteran Car Club ID". Several other assorted event photos show the same 1913 VCC plate.

"KT 2395 is a 1914 Runabout, first registered in June 1914, chassis no.718, car no.1109, JAP engine no.46491 .... " (page 16 article)

Maybe the state of the roads in 1913 meant the journey from Malvern to Kent was very slow and relaxed ...
