I think it has the more formal grill of the HJ Premier. The Mazda is a good thought, but I think all the Road Pacers had fender mounted side view mirrors.

Definitely later than HQ (HJ at least) because the sides of the front guard are perpendicular.
HQ sides were like a V lying on it's side. HQ's also had the blinkers in the bumper.
I can't see the grill clearly, but if it's egg crate then the car is HZ (I own one).

With the headlight assembly and the shape of rear fender do indeed Holden Statesman.

this is a Statesman, check shape of the rear quarterlights as is visible through the windscreen above the middle of the right wiper blade, the statesman's quarterlight is retangular at the top because of the more formal roof line, whereas that of the Premier and the Kingswood would be triangular

Going by the side bump molding and park light /indicator lense this vehicle is a 1977 through 1979 Holden HZ the grill however is that of a HZ Statesman a more side on view would clarify this as the Statesman has a longer wheel base and rear guards along with a different roof C pillar than the HZ Premier.
T. The HQ through HZ Holdens shared body panels with exception to the nose panel and bonett and with only minor alterations to HJ through HZ the guards look different because of the larger side bump moldings used on the HZ hiding the cars waistline
