 Guessing 1971 or newer, possibly F3 (although F2, FAtlantic also in the frame). Possibly not a budget type - Formula Ford or Formula Vee.

 Prelude to this Australian track test from 1969. Three professional racing drivers were to partake in a DWI test with this Holden. Here's a pic I forgot to include:

So the event is 1969 JAF Grand Prix. #5 was Kevin Bartlett, piloting a Mildren Alfa, AKA "Yellow Submarine".
