The all appear to be 1970 Mercury Monterey 4-door sedans.

I agree. I get the STRONG feeling that these could have all been ex-CHP units. The reasons are because:
A. They were just about the only department at the time to run black spotlights, as seen on these cars.
B. Their slicktop cars (of which the majority were) had the exact same lighting setup in the back.

I think you're right, Ford guy, I don't recall seeing Mercury Monterey partol cars in the SFPD fleet. I think they were all Ford Customs.

Also, I believe then SFPD had all doors white, while these have just the front ones white like the CHP.
