The road sign shows an interesting prejudice against brass bands or jazz music. I can understand the latter.

In the main picture, it is not look like prohibition signs (example: no smoking sign). So I think it may means "please horn" more than "no horn".

I seen "Please horn" signs (looks like "No horn" sign but no red line in the middle) on some roads, at some dangerous curves.

Since there is no diagonal line, it looks like a "honk horn required" sign. I guess it's an old sign from the 1970s/1980s. Currently the prohibited sign is red and black, and the required is blue and white. They probably changed it because people would get confused and couldn't tell if they should honk or shouldn't honk.

:think: Maybe they put the sign there, because the neighbourhood is very in need of rest and quietness. Yes, very obvious, just look at the background.
