Maybe 1932 US type Ford sedan. I don't know if these were built in UK. Definitely American whatever it is.

Unless it's JO 4376, Oxford early in 1932, and it's a Morris Twenty Five, but maybe not, although Morris did use American pressed steel bodies from Budd. There is little chance of such a shape being built as late as 1937, unless it's a Daimler or a Rolls-Royce from a backward looking coachbuilder.

^ intrigued by the JO suggestion (some frames look JC, others as if JO would fit) and the link to that Morris 25 picture with JO 4302 (or 4802) plate. The black block on the roof is part of the car, not scenery - a vent?? police sign?? Commentary is about the new introduction of roundabouts as road safety innovation, so a staged demo with a police car would be typical film tactic.
