I think Custom 6 or Rebel as it's got a white roof, but lacks the two-toned tailgate of the Ambassador.

Six wagons were Deluxe Cross Country, Super Cross Country and Custom Cross Country

Rebel wagons were Super Cross Country and Custom Cross Country

Ambassador wagons were Custom hardtop wagon, Super Cross Country and Custom Cross Country

I'm not seeing any differences in the tailgate between the Custom 6 Wagon or the Rebel Wagon. Would need more views to narrow it down.

You wouldn't. The difference between the 6 and the Rebel (V-8) is the engine, and a script on the front fender identifying it as such. Usually these are defaulted to 6, as they made 9 times as many.
