It's an 'Administration' version (plain black B- and C-pillar), most probably a DS 19 rather thann ID 19 (long trumpets for the rear indicator lights, big hubcaps and painted roof point towards DS, but indeed the windscreen rubber looks rather black... Toe be sure we'd need to see the dashboard).
