I would say it's a 1965 ( since it seems to be a C-suffix numberplate ) 3-Litre MkII ( by the size of the Rover badge ) [P5] and it's difficult to understand if it's a Coupé or a Saloon.

yes, fitted hubcaps - not Rostyle wheels on this. I think it a saloon

the B in P5B stood for Buick, the 3.5 litre V8 fillted to the 3.5s. This is a three litre. Rover 3 litre coupes had 4 doors but a lower roof line, the saloon had the more traditional upright roof line. The V8s had fog lights immediately underneath the headlights.
This is a saloon.
