Can't trace VG 251 now but was 1928 issue. Tried VG 251x combinations (which were 1930) in case last digit blacked out, but no result.

The 23/60 is the earlier four cylinder 4 litre pre GM model, the slightly less powerful version of the 30/98. The 20/60 is a later, initially 2.8 litre, six cylinder model, the first new model after the GM takeover.

Seems 1922-27 23/60 [OD] (3969cc, 60 bhp) and 1923-27 30/98 (4224cc, 112bhp) were cousins, with the 23/60 being longer, wider and heavier for comfort compared to sporty 30/98. 23/60 was 1928 onwards as [R-type] (2762cc, also known as 21HP) and then from 1930 as [T-type] (2916cc, 20.9HP) with taller radiator and chromed flutes, becoming the Silent 80 [T80] (3317cc, 23HP) in 1931.

As I stated in my last post the 20/60 was the first new model to come out (in September 1927) after the GM takeover in late 1925. It essentially replaced the earlier four cylinder 14/40 as Vauxhall's lower price model. The design work had been done by Vauxhall before the GM takeover and was allowed to proceed into production. https://en.wikipedia.org/wiki/Vauxhall_20-60

The 23/60 was an update, with overhead valves, of the 25 hp model which began in 1912, and shared many of its chassis parts and mechanicals with the more powerful 30/98.

Prior to the GM takeover Vauxhalls were relatively expensive, limited production, cars and from the late 20s they became more mainstream and mass market.

I know, or have known, owners of all of these models and have ridden in some of them.
