More precisely 1996-2013, here with the 1996-2004 front face.
Route was used at least for the French sales name, but Long Distance was apparently also used in some other countries. How was it called in Russia?

It is later than 1996 with this front part of bumper painted in cabine's color. In the past, one or two times, I did researches and tried to find exact date, when it was introduced, but without satisfactory results. I think it was around 2001 though.

Name "Route" was widely used also on export and by what I see Russian sites use this name too, example: Link to "www.gruzovikpress.ru"

"Phase 1", meaning a 1996-2004 truck. Why not using the default MY of this phase if the accurate one (1) isn't known?

1: if any: couldn't it be just an option? The linked renaultdepapier website shows indeed a 2000 brochure with the body color on the bumper, but the following 2001-04 versions show black bumper again....

It didn't replace the black bumper entirely - both were to meet.

But something like "1996-2004" we can't put into model year field - there is space only for 1996 there and we know that it is later than 1996.

You came to this conclusion due to the (apparently partly unsatisfactory) results of the researches you made. But for now it appears rather that we don't know, and if I'm not mistaken there is nothing to infirm the idea of it being an earlier option too ;)

I remember well premiere of Premium in automotive mass media in 1996 and what trucks were shown back then. Most of known to me papers and catalogues had pics of red Route and yellow Distrib. with optional windowed doors. None of them had bumper in body color and when you're introducing new model, you rather want to show his "best", top of the range version. On the streets Premiums with such bumpers also started to appear later.
