I guess it is a CJ-3B, probably already built by Mahindra.

Despite the Willys present above the grille, I was thinking too to the pre-68 LHD model made by Mahindra:

According to cj3b.info,

Would the specific grille mean a full manufactured car? If so, what means exactly "early 1960's"?
