Actually, being a taxi, it's supposed to be a GAZ-24-11 - the purpose-built taxicab version with a derated engine running on low-octane petrol, a taxi meter, the illuminated roof sign we see here, easy-to-clean imitation leather upholstery etc. But! Firstly, the GAZ-24-11 was not around yet when Volga taxis in Moscow were still on 1958-standard black number plates - this should have been a GAZ-24-01 with chrome grille and protruding push-button door handles. GAZ-24-11s in Moscow had 1977-standard plates with a white background. Secondly, it should have the regulation checkerboard stencils on the hood and front doors (plus the T-in-a-circle stencil on the doors).
