Does Poland not allow to use the parking lights on when the headlights are on? |

It doesn't, in fact they have to be on. In some cars when you turn the headlights on, the position lights/sidelights* turn on too and in some you cannot turn on the headlights without turning on the position lights first. In cars customized to meet the local regulations, it maybe can work in different way. *I say "position lights", because the term "parking lights", differently than in the USA, is reserved here only for the lights, which you can use only when car isn't in move (with engine off) - to make it better visible.
