Must be 2005+ [VZ]. According to this article here, Holden didn't develop a Crewman-based police divvy van until 2005: http://www.nextcar.com.au/n.holden.VZ.crewman.police.05mar.html Victoria Police took the first deliveries in 2005, followed by NSW later.
