This same car appears in the sequence where General Zod and friends come to the rural town, and the police and military are trying to contain them. They send a military Jeep off course and it goes flying into a used car lot, just missing this LeSabre (rather convenient, because it can be recyled for this studio shot at Pinewood). American cars were not especially common in the UK, so probably for convenience, scenes set in the USA but filmed in England could use cars that made repeat appearances. Despite how well the set for New York was done, it was so obviously the UK because the cars were downright ancient. I would expect to see more of the downsized GM B-Body cars, particularly Chevrolet taxis, and also Plymouth Volare / Dodge Aspen police cars.
