Export version? As the tyres say "Made in USSR" in English.
The papers he has with it say "M-21M" https://www.youtube.com/watch?v=Ozzlbrh6Tfc but he doesn't reveal how he acquired the car.

Brochure he has might not belong to this exact car. Tires saying Made in USSR might have said that on local tires too, to not bother additional hassle for export and keep things universal. Some (socialist or not) countries Volgas were exported to didn't use Cyrillic alphabet.

Edit: Original tires did have it in latin English

He didn't seem to like this car, and found it rather comical. Same with the Hongqi.

Low performance but the "really thick steel" was its best part, or maybe that's a myth.

"You should not say that well aware of the strength of the body. Applying in the production of standard metal, using the exact failures of power elements the designers have achieved such strength that the myth of the “special thick metal” is alive and now."
