I think that "Neighborhood Electric Car" is not the model name but just the type of vehicle, which should be "Neighborhood Electric Vehicle" actually (NEV).

Zenn is the model name, The manufacturer is a company called "Feel Good Cars" (who also sold Renault Dauphines converted to run off electricity).
(I've seen one of these on the street before, it had a big red decal on the rear bumper reading "Maximum Speed - 40Km/h"!)

Feel Good Cars seems to be the company. Not sure that the car use that name as "make". It seems that it is just Zenn without anything more.

Based on Microcar MC2. Maybe model origin should be France even if the drivetrain was designed in Canada?

I know, but the basic vehicle is designed by the French Microcar company. Here's another ZENN (incorrectly listed as a Microcar) with Model origin: France and Built in: Canada: /vehicle_208239-Microcar-MC2.html

Yes, although the Microcars usually have diesel engines. According to Wikipedia, Microcar also imports ZENN EV:s to Europe and sells them with the name Microcar ZENN.

No as that one might be diesel powered.

The Electric ones are rare in Europe.

The MC1 (short wheel base) and MC2 (long wheel base) diesel versions are indeed far more common. The MC2 was also featured on Fifth Gear: http://www.youtube.com/watch?v=rXAUI_y79mc
