We get it from the DVLA's online database: http://www.vehiclelicence.gov.uk/EvlPortalApp/index.jsp Click "Vehicle Enquiry" and from there you can enter the plate number and vehicle make.

And what it means is the date up to when the car can be used. After that it must be retested/rechecked/reagreeed or something like that.

No, you're thinking of an MOT. The date of liability is when the current road tax disc expires. UK Road tax lasts for six months/1 year (depending on which one you opt for), then it has to be renewed. If you don't intend to use the car anymore, you must declare it "off the road" so you don't have to pay the tax, otherwise the government will fine you. An MOT tests the basic road-worthiness of the car, cars are legally required to pass this test (which is carried out by local garages), however newish cars below a certain age (3 years, I think) don't have to take it. But all vehicles in the UK that must be taxed to be driven on public roads, regardless of age.

This govt. web sites gives out data about the car(specs,date registered,etc) but I hope it doesn't give any info on who owns the vehicles?

When you check a Swedish vehicle it is possible to check the owner (but only by SMS, not on the internet site). And by another site you can check where he/she lives and by another site their income, what they taxed and if they own any realestate.

A friend of mine parked at someones private parkingspace. That person checked the licensplate and called my friend and told him to move his 'fucking' car.
