I don't think any DC cabs are all yellow? This is the most common paint scheme for them, or used to be.

CougarTim is the one who would know more. I just remember when I would visit DC back in the 90s, it was fascinating to see the cars used as cabs in DC. In Philly and NYC, it was mainly Diplomats, Caprices and Crown Vics, but in DC almost anything could be a taxi. Chryslers, Pontiacs, Oldsmobiles, Mercurys, Volvos, VWs, Toyotas, sedans, wagons, hatchbacks, it was a free-for-all. Even the last time I visited my brother, which is now almost two years ago, I saw a Chevy Spark taxi (ouch!)

It used to be that every taxi company* in DC had their own livery (I liked the bright green used by Ambassador Cab); Dial Cab were completely yellow (and Yellow Cab of nearby northern Virginia are completely orange). Now every company is required to use the red/silver livery, although they can still apply their own logos on the doors. Cabs with the old color schemes were grandfathered in but have gradually disappeared as they have been repainted, retired, etc.
