It reminds Thornycroft Nubian Major, but can't find any with grille with the horizontal ribs (they all have vertical ones), so I can be completly wrong.

It has to be a Thornycroft Nubian.
Wheels , axle layout , bodywork , almost exclusively made as airport fire tenders

Thornycroft only made the chassis .
The bodywork including cab was made by many different fire appliance builders so there are loads of cab variants.

According to the blurb for a new Oxford Diecast 1:76 model (#76NT002, Thornycroft Nubian Major - Glamorgan FS), in 1971 Glamorgan County Council ordered 2 Thornycroft Nubian Majors as Carmichael Jetranger foam tenders for Cardiff-Rhoose airport. One was all-over red, the other white on red, and registered HNY 589K. 589K was later sold to Newcastle airport and kept its dual livery; eventually Newcastle repainted its other fleet to match. So this is probably not 589K, but if the all-red one also went from Cardiff to Newcastle, it might be this one. The details of the model - grille, slant lights, shape - look pretty well identical.
