Gag Halfrunt ◊ 2013-04-27 01:50	They come from opposite ends of China (Inner Mongolia in the north and Guangdong in the south, if the IMDB locations page for Police Story 3 is correct), so I imagine that it was just a standard way of laying out an organisation's name - decorative, but in a uniform way.
