I don't know what it is but it's not a 1947-48 Buick Roadmaster.

The body shape indeed suggests an early post-war GM-product; by the position of the headlights, a tad closer to the centre than on the sister models, an Oldsmobile. Based on the rear end design (tail lights, bumper, trunk badge), I would say it is a 1946 Series 98, the fastback body with the luxury trim identifies it as a Custom Cruiser Club Sedan.
