Ian Chesterton's (William Russell) car in the original pilot version of "An Unearthly Child". Due to technical issues the episode was re-recorded with various changes including a different car for Ian - /vehicle.php?id=522432. The pilot wasn't broadcast and didn't become available to the public until 1991 (when it was released on video and also shown on TV). It is now available on DVD as part of "The Beginning" boxset.

Maybe a Wolseley (18/85?)like the police used?? That would establish the connection with the Tardis being a police phone box - just a thought.

Uh no, this is not meant to be a police car. The Doctor has nothing to do with the police, the TARDIS just looks like a police box to blend in in 1960s England (and it stays that way because it's 'chameleon circuit' is broken) But regardless of that, this could be a Wolseley for all I know.
