I suspect this may be a Turbo R.

Rectangular headlights and body-coloured grille are right for Mulsanne Turbo. Surely Turbo R would have circular headlights?

Didn't realise the Turbo R started off with rectangular headlights. Mulsanne Turbo was 1982-85, so if that plate is genuine (E-reg = 1987-88, or it might be an F) then it must it be a Turbo R. Plate doesn't appear on HPI but it could have been replaced with a personalised registration.

Many limo services in the USA including my own, 'updated' the cars every year to make it look the like a newer and 'better' model, this could be just that, an 1980 or 1981 Mulsanne that was updated to look like a Turbo R

The darkened windscreen and front windows are illegal in U.K., besides being in bad taste.
