I'd believe this is a Citroën Kégresse, which was the brainchild of Adolphe Kégresse (1879-1943). He was at the time a most famous engineer and invented the half-trac (as shown here) and the double clutch system.
This car really, as no other car, was used to travel to the most hostile environments, like the Sahara desert, the Himalayas and some parts of Africa. But it wasn't without flaws, the front wheels were too narrow as they had a tendency to sink down in to the sand (or snow or marshland) which made it almost impossible to steer. The solution was to fit a barrel in front of the wheels to act as a bolster.
