Very nice find: a Panhard PL 17 in America!!
This is a 1961/62 [L4] version, and in France it would be a Grand Standing. But in USA the single-colored Grand Standing was sold as Seine (and the two-tone version Vendôme. Made for USA by the all red taillights and the name.
