Yes, it's goof. The film is action approximately 1921-1925.

Praga? Wanderer? European (but rather not British) mid-size car of the late 30ies, as it seems.

In Soviet tradition, films set in Western Europe in the 20s were mostly filmed in the Baltics due to their history as bourgeous countries. :)

A little Cyrillic research online reveals the film was indeed filmed in Tallinn, Moscow and Odessa. The scenes in Paris were filmed in Tallinn.
