The front guard is not shaped like that on a typical Clarktor.

I don't think it's Clark to be honest, the engine panel would have revealed it easly

The vehicles on The Mod Squad are pretty much American. It could be a Clarktor with a different front guard.

Does the fender/running board match Clark more than Hebard?

The front guard and the firewall do resemble a Hebard tug somewhat....
