To me it looks like a coupé, not a wagon. Through the windows of the Citroen, you can see the rear window of the Mercedes, not the side window.

According to wikipedia the W123 coupe was available as 230C/CE, 280C/CE and 300CD in North America.

280CE was the version in Europe which usually had these alloys as standard (definitely all UK 280CE, but some other markets varied). They were optional on other versions, so no proof of 280CE here, but probably the most convincing explanation.

No, these alloys were always optional (hey, this model was sold in the 70ies and 80ies, when at German cars every shitty little feature had to be paid extra :/ )

*quote Wiki*:
"Bei der Ausstattung orientierten sich die zweitürigen Ausführungen an den gehobenen Ausführungen der viertürigen Spitzenmodelle 280 und 280 E. Dazu gehörten für alle drei Coupés rechteckige Breitband-Scheinwerfer, verchromte Lufteinlassgitter vor der Frontscheibe (bis 9/82) und Chromleisten unter den Heckleuchten."

= rectangular headlights, chromated vents and chrome under the taillights were standard at the W123 Coupé. Nothing said about the BBS "Barock" alloys.

AFAIK there were only two Benzes, which had these alloys generally included, the 300 SEL 6.3 [W109] and the 450 SEL 6.9 [W116].

O.k., maybe it was different in same export countries, but for Germany and the most European countries it was like said here.

Early UK 280s (saloon, TE, CE) had covers -afaik alloys later become standard on all 3
Some early 6.9s have covers also
EDIT -500SL also had alloys
