Not a Windsor, but a New Yorker - the hood is the longer type (note wide space between wheelarch and front door) - and in higher quality the New Yorker badge is clearly visible:

No idea - I guess it's because it was listed as a Windsor Traveller Sedan (introduced 1947) - which it rather clearly isn't, as this special model came with a sun-visor, roof-rack and other special features. This looks like a stock Four-Door Sedan. Should indeed be defaulted to 1946 - some old comment stated that the taillights changed slightly for 1947, but I can't point out any difference.

Right. 1946 would be the default year.
I have never spotted ANY exterior differences between any Chrysler Corporation car between the 1946 and 1948 model years.
