These are different cars. The one on the right is missing the device on the roof, and the number plates are different.

I would assume that they belonged to a company that supplied action vehicles for films. There's one called Nine Nine Cars which was founded in 1951:

(Dixon of Dock Green was the first British police series. In Britain the emergency telephone number is 999, hence the name Nine Nine.)
