These freeway scenes were filmed on freeways that were still under construction during the run of the series (at least 1977-81 - after that, CHiPs mostly filmed on city streets during 1981-83). Particularly in Los Angeles, many Hollywood and TV productions are often given permission to film on such roadways before construction is completed (see also: Speed, 1994).
