No, the 23 only came in 1973, hence it always had the new in-board door handles, and the Safari name was only used in the Commonwealth. Despite the french plates this is an Italian car. White (and a bit orange) front indicators are a gove-away, as well as the missing thiangular rear license plate light holders and the second rear license plate (and the DS type hubcaps, whereas French wagons always had the ID type caps).
