I also think it's a Phantom II. The Sedanca De Ville body is very similar to one I've seen on a 20/25 made by Park Ward, especially the wings/runningboards, windscreen posts and rear cane work.

It doesn't appear on the DVLA database, in fact none of the cars in this film seem to have DVLA records, perhaps they are just too old.

I don't understand your reasoning. What has NDP 63 to do with NDP 50? The way that R-R and Bentley owners put personal plates on their cars, anything could have happened, see the recent 1951 Bentley Mk VI 4 1/4 litre estate conversion carrying a 1957 registration, for example.
