Is it a Made-for-I BMC Mini instead with the handlebar bumpers from before Innocenti started making Minis? Not sure what the badge/sign above the number plate indicates. |

I think dsl is right; IIRC Innocentis always had a square rear plate mounting. I would suggest a 1963 Morris MiniMinor Super de Luxe. |
