I'd guess it is an undertaker's van - used to transport bodies discreetly. Not a hearse in the meaning of being part of a funeral or the public display/mourning. I live near a hospital, and often see this sort of van backed up at an inconspicuous doorway, presumably moving bodies to the undertakers. I guess in this programme it does something similar - taking corpses from the death scene to the undertakers (or laboratory for post-mortem analysis?).
