Appears to have the '48 or '49 style bumper guards but bumper appears not to be wrapped = 1948. Much too blurry to tell if a Champion or Commander. Would have to see if the taillamps are divided into 2 (Champion) or 4 (Commander) sections. Sedan, since rear window has a single division.
