I'd be surprised if any police force had such extravagant budgets, though I suppose RR may arrange marketing placements. I think the RR Sport is one of the best examples of pointless niches - "makes no sense, but people are stupid enough to buy them, so we'll build it" - but use as a motorway patrol car is one of the few scenarios which give it a real-life purpose.
