I've seen photos of these with Ford logos on them, so it is possible that these are based off a F-Series chassis.

Edit: After a bit of research, I found out that the Caveirao is officially known as the Pacificador, and is built by TCT on a Ford Cargo chassis.

I can't open the pdf link badlymad pointed above, but this is the only reference about it I have found.

Anyway, it's not useful list this as TCT as maker, since TCT would be the coachbuilder. Ford Cargo is still made by Brazilian, Argentinian and Venezuelan Ford subsidiaries. So for this I think should be listed as Ford Cargo (origin UK) made in Brazil and as 'extra info' TCT Pacificador 'Caveirão'. And, btw, I don't find any reference for TCT in internet. From the pdf link (translated):

"the vehicle was developed by TCT (Tech. Carrocerias Transport) Armoured Industria e Comercio Ltda and buckets of carbody, Guarulhos SP, traditional manufacturer of armored vehicles for transport of cash, which is used as the base chassis 815 Ford Cargo truck MU for the twelve caveirões used by both the military and the civilian police who are in operation in Rio de Janeiro."

I would not use the name Ford Cargo because there are numerous other cases where we have used the body maker's name rather than the vehicle it was based on (an example of an armored car would be the Armscor Buffel, which is based on a Mercedes Unimog chassis but is named otherwise). The vehicle is extensively modified from the original and isn't a movie mock up either so I think it is appropriate to use TCT as the manufacturer and say "based on a Ford Cargo chassis" in the extra info section.
