Probably customized for Italian owners (added other engine many times, better brakes & power steering always) and final assembled by Martorelli:

It is not built in Italy. Martorelli only modified the UAZ 469 and 31512, both military and civilian versions. Except this, Martorelli is just an UAZ distributor.
By the way, this car is not a motorhome, it's a modified 4x4 van for off-roading.

It's not just plain distributor. :D

Martorelli's factory gave UAZs new paintwork even.
Implanted Diesel engines to Lada Niva on demand also.

It's deep customizing and repairing faults of original assembly also.
Martorelli isn't just garage, it's small factory.

Many times we write "Made in ..." (other than origin country) status for symbolic final assembling actions e.g. lamps and badges only.
