It seems to be indeed the smallest pickup of the line: a ½-ton 3100 pickup (short wheelbase: 114"/2.90 m), which give it the 3104 Chevrolet internal code.
The ½-ton complement is redundant, as all 3100 trucks have this payload. And the Stepside complement is irrelevant too: this name of bed option appeared only in 1958.
